Hampton Roads · Independent city
Portsmouth has the oldest housing stock in Hampton Roads by average age. Olde Towne and Park View carry genuinely historic plumbing, and much of the rest of the city is pre-1960.
Tell us the street and roughly when the house was built. Those two together rule out more possibilities than any description of the noise.
Local pattern
The building pattern here decides which failures are likely, and that changes the first question.
The failures that turn up most in Portsmouth are roots working into the open joints of a clay lateral, an unprotected run splitting during a hard freeze, or supply pipe that has closed up internally rather than sprung a leak. None of that is a prediction about your house specifically. It is what the local building pattern makes probable, which is why the age of the house is the first thing we ask.
This is the Hampton Roads city where historic-home plumbing methods matter most.
Housing eras, water supply, soil and freeze exposure across the wider region are set out in full on our Hampton Roads page. This page covers what is specific to Portsmouth.

Whether it is one fixture or all of them. A single slow drain or weak tap is a local fault; the whole house behaving badly is a pressure, pipe or line problem, and they are different visits.
Tell us where and what. We can usually name the likely cause on the call.
Common problems
Recurring local problems, and the page that covers each.
| You notice | Usually means | Start here |
|---|---|---|
| Pressure that has faded over years | Rust scale closing the bore of old supply pipe | Whole-home repiping |
| A stain spreading on a ceiling | A supply fitting failing inside the floor structure | Leak detection |
| Blockages that come back on a schedule | Roots in the joints of a clay lateral | Root intrusion removal |
| More than one drain slow at once | A line problem rather than a fixture problem | Drain cleaning |
| A tap that gives nothing on a cold morning | A frozen line, and possibly one already split | Frozen pipe repair |
| No hot water, or not enough of it | A heater fault, or a capacity mismatch | Water heater repair |
A short description usually narrows it to two or three causes.
In practice
The two topics Portsmouth callers most often want explained at length.
On most properties the water utility is responsible up to the meter and the owner is responsible from the meter to the house. That service line is a single run with no redundancy, often buried four feet down, and its failures are easy to miss because the water goes into the ground rather than into the building.
The signs are a soft or unusually green patch in the ground along the run, a drop in pressure that affects the whole house at once, or a meter that creeps with every fixture closed. That last test is worth doing twice a year: close everything, watch the meter dial for fifteen minutes, and if it moves you have a leak on your side of it. Catching a service line early is the difference between a spot repair and a full replacement.
Do not force the handle and do not walk away with the tap open. Locate the main shutoff first and make sure you can close it, because a pipe that split under the ice will discharge the moment the ice releases, and you want to be standing there when it does.
Thaw slowly and from the tap end inward, using warm air rather than any flame: a hair dryer or a space heater at a safe distance, never a torch. Open the tap so meltwater can escape and so you can hear flow returning. If you cannot reach the frozen section, or if flow does not return after a reasonable effort, stop and call. A frozen line inside a wall is a different job, and the damage from getting it wrong is far worse than the cost of the visit.

Yes. Portsmouth is covered 24 hours a day, along with Norfolk, Chesapeake, Virginia Beach, Hampton, Newport News and the rest of Hampton Roads. If your address sits just outside Portsmouth itself, ring anyway; coverage is wider than any list of place names.
Pre-1900 housing in Olde Towne with lead, galvanised steel and cast iron still in service. Lath and plaster walls that demand careful access planning.
Being on the mains in Portsmouth means the microbiology is somebody else's responsibility, which leaves hardness and taste as the household questions. Hardness here is moderate, and treatment is rarely warranted on those grounds alone. A $15 test strip settles the hardness question before anyone spends anything on equipment.
Harder than most of Virginia. Portsmouth gets sustained sub-freezing spells rather than the odd cold night, which is what finds uninsulated crawl-space runs, unheated outbuildings and hose bibs left connected. Disconnecting every hose in November prevents the majority of outdoor tap failures.
Municipal collection serves Portsmouth. What matters locally is the age of the lateral between your house and the main. Older clay lines with open joints under mature trees are where the recurring blockages come from.
Find your main shutoff and confirm it turns, then work out whether the problem is one fixture or all of them. That single distinction narrows most calls immediately, and a working shutoff is what limits the damage if something lets go.
In most cases yes. Emergencies, a burst pipe, sewage backing up, no water at all, are prioritised over scheduled work, and someone is reachable at any hour. For planned work such as a repipe or a water heater replacement, we will normally offer a slot within a few days.
Independent licensed professionals working locally. Nova Plumbing Connect is a referral service. We connect you with a contractor and they are responsible for the work they carry out. We do not perform plumbing work ourselves.
